Runtime 440 routes the TAO-side emission pool through a demand gate. Subnets above the live bar keep most of their weight; the network compresses weaker demand and reallocates the difference.

- Measure smoothed demand: Start with each eligible subnet's moving price. This is an EMA, so a single trade cannot rewrite the full allocation at once.
- Account for miner burn: Multiply the moving-price weight by one minus the subnet's miner-burn fraction, then normalize the demand shares again.
- Compare each share with the bar: The live bar is a demand-share threshold, not a fixed subnet number. At this snapshot it was 0.916% of adjusted demand.
- Gate and redistribute: Shares far above the bar retain most of their weight. The gate compresses shares below it, then the network redistributes the full pool across emission-enabled subnets.
